What this is saying is that if a person puts themselves under the Law, which the 10 Commandments are part of, and you break any of those laws then you are under a curse for your failure. God's children are free from the Law though and we fall under that which was established with Abraham.
As Abraham had no commandments, God's children only have what Jesus put on us and that is to love. When we love, the law has been fulfilled.
