This last bit is from Nicaea 2. It was about restoring the veneration of icons.
So I think the sense is clearly that those who refuse on principle to venerate icons are anathema...not that not venerating or touching a given icon at a given time, when told not to do so, makes one anathema.
So.if this is avout restrictions on touching icons because of covid, it's a woeful misuse of the words of the Council.
Honestly, if you take this too literally and without context, you will feel required to break in to every church and monastery in the world and frantically kiss their icons, although you aren't supposed to do so.
