At which point does he explain how "purposely changed emails" constitutes "a mistake"?

I found interesting when Cruz asks Horowitz that if someone changed the email like they did would not any ordinary citizen be prosecuted for doing so? Horowitz stated he referred that to the Attorney General and the FBI director to decide. My point...so what is all the upsetness by some when Barr the Attorney General has already stated he doesn't believe some of these things are mere mistakes but rather things done intentionally. Horowitz has already stated the judgment on that is the Attorney General's.
