I definitely feel some people are genuinely interested or just really love the culture..I think that's fine, it's fine to appreciate. It's just dangerous when you claim something as your own and don't give credit for it... That isn't right.

As far as I am aware, all through history people might make any accusation they thought would help their cause, regardless of evidense....

What possible purpose could it have had at any time ?IMO cultural appropriation is yet another one of those ideas that may have had a purpose in the beginning, but has been so overused and had the definition stretched so much that it's all but meaningless now.
