Why in the first reading 2 Sundays ago was Nehemiah referred to as His Excellency? I can't find the answer anywhere!

Nehemiah 8:9 (NAB)
Then (Nehemiah, that is, His Excellency, and) Ezra the priest-scribe (and the Levites who were instructing the people) said to all the people: "Today is holy to the LORD your God. Do not be sad, and do not weep"-for all the people were weeping as they heard the words of the law.


Nehemiah 8:9 (King James Version)
9And Nehemiah, which is the Tirshatha, and Ezra the priest the scribe, and the Levites that taught the people, said unto all the people, This day is holy unto the LORD your God; mourn not, nor weep. For all the people wept, when they heard the words of the law.

from an online hebrew dictionary it seems Tirshatha is a persian term for governor, and His Exvellency is an honorary title, it is just a translation thing,
