Help further understand verse

There is a popular 90's group some of you may or may not know but they are called TLC. They have a popular song from 1994 called Waterfalls. The rapper, named Lisa Lopes in this song has a sweet verse which has made me cry many many times dues to the content but there is a mixture in this verse which I would like some people help me further understand.. Some of it is self explanatory but then it kind of turns another way:

I pray all ten fade away
Seldom praise Him for the sunny days - i'm sure we would want to forever praise God for the sunny days. This is one bit I will highlight

And like His promise is true
Only my faith can undo - understandable. Meaning that His promise IS true as long as her faith doesn't undo
The many chances I blew
To bring my life to anew
Clear blue and unconditional skies
Have dried the tears from my eyes
No more lonely cries

My only bleedin' hope
Is for the folk who can't cope
With such an endurin' pain
That it keeps 'em in the pourin' rain
Who's to blame
For tootin' 'caine into your own vein
What a shame
You shoot and aim for someone else's brain
You claim the insane
And name this day in time
For fallin' prey to crime
I say the system got you victim to your own mind

Dreams are hopeless aspirations
In hopes of comin' true
Believe in yourself
The rest is up to me and you - could this mean that some people (addicts, people who have no light in life at all) must first believe in their self and then finding God (the rest) is up to me and you
