Some politicians have altogether waaaaaaay too much time on their hands to be squandering the public's money on something as utterly asinine as... trash cans.

huh? If there are problems with trash littering the streets (and it appears that in SF there are), then worrying about trash cans is exactly what local politicians ought to be doing.

Well sure, but certainly they could find a more cost-effective option than $12-$20K per trash can.

According to the article, this is the prototype cost, before they've amortized the cost across the full production run. From what I've found, regular non-"smart", open-topped municipal trash cans run about $1200 each.
