No. In many ways theories outrank laws.
You are still conflating the generic use of the word "theory" with the scientific use of the word.
In science it is a very specific term.
Here is just one example that shows theories can supersede laws. Einsteins theories of gravity corrected Newton's Law of Universal Gravitation. Theories can correct laws.
