No, it doesn't. There is still no shortage. Federal transportation rules have been relaxed to let additional trucking take up some of the load until the pipeline issues are corrected, but there is no shortage. Supply has not been cut off to anywhere, it's merely been constrained, and that will be temporary.
If the issue were such that people could expect supply actually to run out or be cut off, hoarding would make some sense (it would be a jerk move, but it would at least be rational).
Hoarding when continued supply is certain but merely temporarily strained is just plain stupid.
