Ahhh! Finally we're edging closer to something that might actually make a difference!

Employing people that are suitably selected and trained for the job!

In my opinion, the important factors are:
1. Recruitment - Filter out people who are psychologically unsuited to policing.
2. Training - Make sure police are trained to restrain, detain, and disarm people in a manner that is safe to them and the person they are trying to apprehend.
3. Discipline - Identify police that are behaving inappropriately and retrain them or remove them from policing.

Some police departments seem to be cracking down on discipline. Now they just need to work on recruitment and training.
