    According to Recovery.gov, one of Baltimore's central ZIP codes, 21201, received the most stimulus funding in the city, a total of $837,955,866.

    Free Beacon's assessment of this is wrong - not all of that money went to Baltimore City. Despite the state capitol being in Annapolis, many of the state government offices are in Baltimore City in the 21201 and 21202 zip codes, and an award given to a state office will show up as being given to one of those zip codes. As an example, the Free Beacon article links to this $136 million grant to the MD Dept of Education, but as you can see from the subawards, much of the money (roughly half, it looks like) went outside the city. Glancing over the rest of the awards in other zip codes, that looks to be the case for many of them, particularly the biggest ones.
