Unbelievable, it's the only question that is relevant.

Assuming your silence on the question means, as far as you know they don't know who the cowards are that did this. I understand that can be frustrating but I have no idea how one can be punished as long as they are successfully hiding, unless you are suggesting they punish the whole department.

It is an irrelevant question as the issue is the lack of response by the department, your attempts to distract from the relevant aspects of the case are noted.
