"Rep. Tulsi Gabbard claimed that Buttigieg said that he “would be willing to send our troops to Mexico to fight the cartels.” Actually, Buttigieg talked about further building a “security cooperation” with Mexico’s support, and placed specific conditions on ever sending U.S. troops to combat Mexican drug cartels."

If Buttigieg placed conditions upon sending troops doesn't that validate Gabbard's claim that he would be willing to send troops? If the conditions he set were met would he not then be willing to send troops? For her claim to be false he would have had to say that he would be unwilling to send troops not that he would only be willing to send troops under certain circumstances .

Now, why Gabbard thinks that Buttigieg's willingness to send troops to Mexico under specific circumstances would be seen as a bad thing by Democrat voters IDK. Perhaps she thinks those voters would not dig deeper and find out about what those specific circumstances were? Perhaps she hoped no one would challenge her leaving out much of what Buttigieg said on the subject and only focus on his willingness to do so while ignoring what it would take for him to be willing to do so?
