It seems that the meaning is simply that heavenly places refers to the sky, or the air, not Heaven, the throne of God. This is not the heavenly places Paul is referring to, nor can it be. Evil cannot dwell in the midst of holiness; otherwise, it would be utterly consumed. Where Christ is, evil cannot be since He is the light which overcomes the darkness.

Where do I get my interpretation? Simple: the earliest Christians have always taught us that demons dwell in the air around us.
