I think you need to clarify this, the OP questions (insanely) whether or not a group of people should be exterminated, I can only assume that you mean upper levels of power and the structure of the cruel communism should be wiped out in North Korea. It's a ridiculously broad sword to say North Korea should die when most of the population are innocent and cruelly oppressed.
