Apparently, Representative Swalwell thinks that Virginia won't be participating in the presidential election this year--or vote for US Senator (they will) and elect a number of Congresspersons (the House members are elected every even-numbered year).

No wonder Swalwell was one of the first of the Democratic candidates for President of the United States to abandon his candidacy. .
