A good way to divert people so the authorities get the focus taken off them.
Imagine what people will do to the dogs now.
I have heard many people in China had already thrown their animals out and they had been "dealt with" by the authorities.
The opposite also has happened with people who had been quarantined in hospital where they had animals left in their apartments and were not able to get to feed and water them.
I saw a wonderful young man who through a group set up to help, rode his bike and went to the apartments and fed,watered and cleaned up (in this instance it was cats).
That really gave me an idea of what it looked like over there, it was like an apocalypse aftermath that you would see in a movie, deserted and quite creepy.
