Yes, it is the will and desire of God that all be saved. No exceptions.
For Christ died once and for all. For all means all. No exceptions.
Christ's atonement is universal, which is why we read that objectively Christ has justified all (Romans 5:18).

The only thing standing between us and our salvation is us.

They are in the bible, but Calvinists must twist the meaning of the verses in order to make them comply with their dogmas.
