32 months is pretty light for the abuse of 18. Not sure of the specifics of the abuse or how England rules of abuse case sentences though.

I would have thought that the Catholic church had a big enough backlog of clerical abuse cases to deal with without inviting in a convicted paedophile into their midst.

The Church is a hospital for sinners therefore he is accepted in to repent and not in a leadership role.

Many Anglicans have become Catholic. Nowhere in the article does he state anything about theology. It appeared that he simply wants to worship God in peace as a layperson. The article does not go into any detail at all. So any assumptions are useless at this point.
