No, it isn't. Providing opportunity is not the same as controlling every avenue of life. I didn't see any mention of birth or death, just that access to clean air and water help with forestall the latter.

Or, after you become a zillionaire, get a cushy government job so you can arrange vacation travel (again, at tax payer expense) for you and your wife to see the Solar Eclipse and write it off as "work travel"!

It would help me understand what you mean by "control." Mostly, the resolution appears to be about the government investing in or subsidizing selected infrastructure projects. Is that what you mean by "control?"

 

Ah, threats of forced wealth distribution by the government? That's what happens now. It's just a question of who it gets "distributed" to.

OK, I agree that some socialistic concepts have been adopted over the years, but we are now seeing leaders in one of the two major political parties committed, openly, to the idea of Socialism. This does not mean that every person who votes for them is a Socialist or even knows what Socialism is (absolutely not that), but things are moving swiftly in that direction and it has been observed by many commentators that the senior figures in the party are afraid to oppose these naive activists or even criticize Antifa, for instance, lest that disaffect the millennials who have supported the party in recent years and see a lot of this as their generation's cause -- free everything.

 

Who wrote the Army Field Manual. The armed forces are as socialist as it can get.

The fact that the GND is now being couched in overexcited terms like "manifesto" tells me that some people must be running scared of AOC and the fact that people generally seem to like what's in the New Deal. It's not perfect but it's 100% better than what the GOP has proposed for protecting the environment (which is nothing).
