Did everyone in a city get saved when apostles preached there?

This was claimed and I find it hard to believe.
No, only a few. Typically the Apostles were run out of a city by the Jews or Pagans because they were leading people away from the majority religion. The total conversion of the population of the Roman Empire took centuries.

If everyone in the city turned to Jesus, they were saved.

It would be most unlikely for that to happen. Paul's usual strategy was to go to the synagogue --- virtually every city in the Mediterranean world had one. I also think that he found his greatest success amongst the "God fearers". These were Gentiles who were interested in Judaism but who either had not yet been circumcised or who were reluctant to.
