Blessed John Henry Newman's intensive study of the development of doctrine eventually led him to the Catholic Church.

The Catholic Church holds that our Lord Jesus Christ delivered one apostolic deposit to His apostles, and that it hasn't changed in terms of essence or substance. The Catholic Church preserves it, and is its guardian. But there is a growth in depth and clarity, in the understanding of those truths, without essential change.

I think the key word is "without ESSENTIAL change." Vatican 2 made changes in disciplines and broke ground in its understanding of old doctrines. These sort of changes are entirely necessary.
You're mistaken. The Church condemns Ecumenism in "Mortalium Animos" and Religious Liberty has been condemned in the "Syllabus of Errors". The Church practises and permits "Religious Toleration"; "Religious Liberty"--- that is, putting all religions on equal footing with the religion of Christ, has been condemned by Holy Mother Church as heretical and utterly abjured. Vatican II bound no new doctrines, dogmas, nor established any new canons.

Obviously I do not agree with the link. Progressive revelation is not development of doctrine and neither is defence of the faith through the seven ecumenical councils. Cardinal Newman didn't go deep enough into history.

Religious equality/religious liberty is really the same thing as religious toleration. It is the understanding that in order to have a well functioning society in which Christianity enjoys freedoms without becoming abusive towards others, there must be freedom of religion. Indeed a person must even be free to have no religion at all. Good and sound Catholic teaching understands that an authentic Catholic faith is one that is voluntarily embraced, so it does no good to politically enforce Catholicism.

Read my post again. "Religious liberty" is the ERROR that puts false and all non-Cathoilc religions on an equal footing with the Catholic religion. "Religious Toleration" is what the Catholic Church advocates alone. The public toleration or bearing with non-Catholic religions for the sake of the public good and common welfare so as to forbear wrong and prevent even further evil from occurring. While the Church has always say that No one may be compelled or forced to become Catholic; neither do any other religions have the right to publicly proselytise or spread their religion; as the Catholic religion alone is the Truth and only the Catholic Church is given a "right" by God to do so. The Catholic Church doesn't support the right or the ability of non-Catholic groups to publicly propagate. They are permitted to exist; but not to publicly proselytse or convert others to their religion in a Catholic Confessional State; or in a Catholic republic, democracy, or monarchy. This is the historical and immutable teaching of the Catholic Church and of the Holy Ghost via His Holy Church.
