The reason there was such dramatic political change in Russia was largely because there was one party and therefore the government was responsible for everything.
In the US the government gets grumbled at, occasionally, but it is mainly the never-ending football game where the ball just keeps going places and blame keeps getting thrown at one side or the other, and when one party has done too many things wrong the ball just goes to the other side for a while while they accumulate blame, 8 or 12 years, then it gets thrown back again, endlessly.
There isn't a significant difference between the era when one party is in and the era when the other party is in, it's just a game we play so we have something to argue about and can pretend we really do hold power.
