And he shall confirm the covenant with many for one week: and in the midst of the week he shall cause the sacrifice and the oblation to cease, and for the overspreading of abominations he shall make it desolate, even until the consummation, and that determined shall be poured upon the desolate. (Dan 9:27)
Who is the one making the covenant in this passage? God or antichrist?

God is the one making the covenant.
If it is the antichrist, there should be scripture outside of Daniel 9:27 to support an enemy of God making a covenant with God's people. There is not.
However, there are plenty of scriptures that mention God making a covenant.
Jeremiah 31:31-32 Behold, the days are coming, declares the Lord,
when I will make a new covenant with the house of Israel and the house of Judah,
32not like the covenant that I made with their fathers on the day when I took them by the hand to bring them out of the land of Egypt, my covenant that they broke, though I was their husband, declares the Lord
Matthew 26:28
for this is my blood of the covenant, which is poured out for many for the forgiveness of sins.
Ezekiel 37:26-27
And I will make a covenant of peace with them; it will be an everlasting covenant. I will establish and multiply them, and I will set My sanctuary among them forever. My dwelling place will be with them; I will be their God, and they will be My people.
Jesus is even prophesied as the messenger of the covenant.
Malachi 3:1 Behold, I will send My messenger, who will prepare the way before Me. Then the Lord whom you seek will suddenly come to His temple—
the Messenger of the covenant, in whom you delight—see, He is coming,” says the LORD of Hosts.
It is Christ who confirmed the covenant at the beginning of his ministry. 3.5 years later, in the midst of the week, It is Christ who took away the first covenant: the sacrifice and offering, at his death and resurrection.
Hebrews 10:8-9 In the passage above He says, “
Sacrifices and offerings, burnt offerings and sin offerings You did not desire, nor did You delight in them” (although they are required by the Law). Then He adds, “Here I am, I have come to do Your will.”
He takes away the first to establish the second.
