Could EU nationals do low-skilled work in Germany if they did not speak any German at all?

(1) How did Turkish migrants get work in Germany if they did not speak any German when they first arrived in the Early-1970's?

(2) More recently, how did East European migrants get work in Germany if they did not speak any German when they first arrived?

(3) More recently, how did the Syrian refugees get work in Germany if they did not speak any German when they first arrived?

(4) What kind of work could migrants still do if they did not speak any German at all?

Typically the instances you've described fall under a mass migration scenario where bubbles are formed. Within these bubbles they're surrounding by many people in their same situation and speaking the same language, so from that perspective they've navigated the tallest hurdle. Beyond that, certain jobs don't require the same language.

Most migrants do the dirty and hard work that nationals don't want to do despite in many cases paying well. Think vegetable picking. It's hard work and it's dirty, but it is straightforward to demonstrate and you can communicate to anyone to work faster whether you know their language or not.

But which kind of organizations would recruit people to pick vegetables?

Are they operating legally?

How would you go about contacting such an employer?

I don't know about there but here it's typically just local farms or groups of farms that you go and talk to. Yes it's legal. It happens here too.

I'm curious why you'd want to go and do that in Germany when you could just do that(and much better) here?
