The bible says God desires all men to be saved but one may lose one chance if it is at moment of death when continuing in sin if persisted in unrepentance and God punishes at that moment where one knows one is probably already passing I think it could be too late then and for those who did continue rejecting God so much it is not God wont forgive but they may reach a point to love evil so much that they cant repent unless they open their heart to God which they can do but they may have become so hardened that they may not be willing to being drawn by sin but they still have choice to that is not God fault but their hearts are evil for if one still wants forgiveness to open one heart it wont be final if not at moment of death but one may resist to open to become final but if one is still alive not yet punished at that moment one can still be saved for the bible says whoever calls on the Lord will be saved.
