Command the earth to bring forth

How do those who question Theistic Evolution interpret the several instances in Genesis 1 where we see God command the earth/water to "bring forth" life. I am not looking for debate, just reasoning.
I have included many translations of verse 1:24:

And God said, "Let the land produce living creatures according to their kinds: the livestock, the creatures that move along the ground, and the wild animals, each according to its kind." And it was so.

As pointed out in a previous thread....2 different words are used for bring forth.

1876 "dasha" is used for Gen 1:11...then in the very next verse..
3318 "yatsa" is used for Gen 1:12.

The reason the Theistic-Evolutionist have been challenged is because some who post here have tried to associate the words with evolutionism. When you study the word and its usage it becomes clear evolution from the earth, water etc. is not the intention.

Verse 11 is the command to the earth to sprout plants...
Verse 12 is the result of that command. The earth brought forth plants.

My belief is process that God used on the earth is what science call evolution. And when one looks at the order of evolution and the order of creation, they coincide.
No one knows how God did it - but it's possible since all things come from seeds - God seeded the Earth with life. The entire planetary system and the precise position of the Earth is to bring forth and support life. If the Earth's axial was off, things would be different, and may not support life - if one planet was missing no life could exist. If we didn't have the plants there would be little to no oxygen and food. If the Earth didn't spin, one side would be frozen and all night and may not support life - the other side would be continuous heat and may not support continual life.

God formed the Earth, seeded the earth and put all things in place for the earth to bring forth life - creation.
In scripture man is the only one God formed and placed here - Genesis 2:7-8.
