Both side of the equation are at fault. Many black communities are grossly populated with children they didn't plan for or unable to proper care for. It is these thugs who are destroying their communities. On the other side the status quo is not properly allowing those Blacks who want to join mainstream as productive citizen to escape. Many incredibly talented, intelligent blacks will be murdered because they were in the wrong place at the wrong time or killed because they chose to be different. A few remedies Blacks can/are choosing rest with the military and a college degree.
