CBD in capsules vs liquid

I have been experimenting with CBD for depression and anxiety. I notice that the gel capsules seem to work, but the liquid doesn't.

Is it o.k. to swallow the liquid instead of letting it absorb under the tongue? I have been trying to use the liquid to get smaller dosages than the gel capsules, and I have assumed that swallowing is o.k. Maybe this is why the liquid seems to be less effective?

Apply directly to the forehead. lol

My understanding is that under-the-tongue just allows the dose to enter the bloodstream quicker than going through the stomach. So if you're getting more of the dose in a shorter period of time, I guess that could make if more effective, or at least seem to feel more effective?

When you say the liquid doesn't work, what amount of milligrams are you using?
I buy a 2 oz bottle for $189 (-$57 for Military discount) they also give same discount for people on Disibility (SSI/SSDI).
It's a lot of money but it is 3000mg! (this one has 0% THC--which is important for me at the moment)
