According to this article:
'Zero tolerance' doesn't seem an inflated expectation for pope's summit
Pope Francis has called a Summit on Clerical Sexual Abuse for Feb 21-24. It seems the Pontiff and the Vatican’s new editorial director have cautioned not to expect too much from the Summit. Apparently the Pope has three main goals for the meeting:
1. To foster awareness of the “terrible suffering” experienced by an abused child.
2. To help bishops understand the procedures to follow in abuse cases.
3. To make sure that awareness of the problem and procedures arrives to “all the episcopal conferences.
Now I understand that the organizational structure of the Catholic Church is more like thousands of fiefdoms with Bishops running them instead of the classical top down business. But given the seriousness of the issue and very long time promises have been made that changes are coming, how difficult are those three goals???
The first one shouldn't even be a goal. If one doesn't understand by now the 'terrible suffering' experienced by an abused child, one is not paying attention at all. Stopping the abuse should not require 'fostering awareness'. Just do it whether you understand the suffering or not.
The second is much like the first, once Bishops are being defrocked for not following the procedures, the rest will 'understand' them just fine.
The last makes no sense at all given the presence of the Internet in nearly every corner of the world. And the places where there is no Internet, one can send a messenger from the nearest Internet location. It is inconceivable that the Vatican has no contact abilities that function in a reasonable amount of time.
