While we've more or less known this for quite a while, the Biden Administration has released the declassified intelligence report.

"We assess that Saudi Arabia's Crown Prince Muhammad bin Salman approved an operation in Istanbul, Turkey to capture or kill Saudi journalist Jamal Khashoggi," the report's executive summary states.

"We base this assessment on the Crown Prince's control of decision-making in the Kingdom, the direct involvement of a key adviser and members of Muhammad bin Salman's protective detail in the operation, and the Crown Prince's support for using violent measures to silence dissidents abroad, including Khashoggi," the report says.

The Biden administration provided the long-awaited declassified intelligence report to Congress ahead of its public release on Friday.

The four-page report, titled "Assessing the Saudi Government's Role in the Killing of Jamal Khashoggi" is dated February 11 and marked as declassified by Director of National Intelligence Avril Haines on February 25.

Biden Won't Penalize Saudi Crown Prince Over Khashoggi's Killing, Fearing Relations Breach
President Biden has decided that the price of directly penalizing Saudi Arabia's crown prince, Mohammed bin Salman, is too high, according to senior administration officials, despite a detailed American intelligence finding that he directly approved the killing of Jamal Khashoggi, the dissident and Washington Post columnist who was drugged and dismembered in October 2018.

The decision by Mr. Biden, who during the 2020 campaign called Saudi Arabia a "pariah" state with "no redeeming social value," came after weeks of debate in which his newly formed national security team advised him that there was no way to formally bar the heir to the Saudi crown from entering the United States, or to weigh criminal charges against him, without breaching the relationship with one of America's key Arab allies.

More than ever, the United States need to transition away from oil as an energy resource. If it wishes to truly uphold human rights as an American value, it can ill afford to not take a stance because it will hurt relations and impact the economy.
