From the article.
He made the comments during an interview that aired at the NAHJ and NABJ convention

Former Vice President Joe Biden raised eyebrows Thursday with comments comparing the African American and Latino communities.

During an interview that aired at the convention of the National Association of Black Journalists and National Association of Hispanic Journalists, NPR's Lulu Garcia-Navarro pressed the presumptive Democratic nominee if he would "re-engage" with Cuba as president, something she suggested would have an impact on Cuban-American voters in Florida.

"Yes, yes," Biden responded. "And by the way, what you all know, but most people don’t know, unlike the African American community, with notable exceptions, the Latino community is an incredibly diverse community with incredibly different attitudes about different things.”

I saw an editorial cartoon in a newspaper from a neighboring town. Joe was standing in front of a blackboard with a list of potential VP candidates scratching his head. Behind him were two guys looking at him and one them says, I don't think he has a clue.

On the blackboard was this list:

Kamala Rice
Stacy Bass
Ms Duckworth
Sally Field
Hillary Obama
Joe Biden

Poor Joe. He might be a VP in his own administration.

The real question is why Trump and his supporters have been forced to work overtime inventing personal attacks against their opponent when any other incumbent President would be running on their record of accomplishments!

These repeated attacks on Biden, merely emphasizes the fact that they are intended to divert attention away from Trump's 4 year record and lack of accomplishments!

There's Joe Biden again, unifying Americans. The debates should be interesting, if they're not too cruel.

What do you mean attack? Did he or did he not say,

"And by the way, what you all know, but most people don’t know, unlike the African American community, with notable exceptions, the Latino community is an incredibly diverse community with incredibly different attitudes about different things.”

It's not a matter of attacking him. It's merely just reporting what he just said and asking does this sound reasonable? So black community aren't diverse in how they think too?

We don't have to invent anything. Biden provides the material each and every time he opens his mouth.

Biden actually made the comments cited, and in those comments he reveals again exactly how he, and the Democrat party at large, views the African American community. According to Biden, with just a couple of exceptions, you know, here and there, African Americans are all alike, all the same, all act the same, all think the same, and unable to or incapable of incorporating different attitudes about different things.

The Democrat Party at large hasn't changed much since the days prior to the American Civil War.

"They're bringing drugs. They're bringing crime. They're rapists." Trump on Mexican immigrants. This reveals how he and the Republican party at large views Hispanics.

I think the Black community might soon be getting a little more diverse than Joe Biden actually wishes.

Your comment is disingenuous, as it attempts to assert President Trump made comments he never made. Here is the actual quote:

“When Mexico sends its people, they're not sending the best. They're not sending you, they're sending people that have lots of problems and they're bringing those problems. They're bringing drugs, they're bringing crime. They're rapists and some, I assume, are good people, but I speak to border guards and they're telling us what we're getting."

The phrase "they're sending people" is not an assertion all "Mexican immigrants," as you call them, are drug runners or rapist, but that within the group of "Mexican immigrants," as you call them, some of them are drug runners or rapist. And in that the President is absolutely correct.

Actually the real question is why both big parties run such poor candidates. And why both big parties think that attacking the other guys is better than touting their own accomplishments. I noticed how you turned a discussion of Joe Biden's cognitive challenges into an attack on Donald Trump.

The Republican Party certainly has.

And this is meant to convey what? That once again President Trump knows what he is talking about?

No, that the party of Lincoln now openly panders to racists who have trouble reconciling non-white liberals as being American and the ignorant minions who blindly follow those racists.

You can show the whole thing, it still meant that the people coming across the border were bad people with the exception of some. It was a horrible prejudice on display, the United States has become "a dumping ground for the rest of the world".

It conveys that Trump projects a negative Prejudice onto others. If you agree with him then so do you.

Respectfully, the "some" is the exception not meant to qualify the bad people as you infer above. The entire statement is based on negative prejudice in it's context. The "and some I assume are good people" does not change the sentiment that they are predominantly bad, and more importantly not like us.
