Our Lord is speaking about everlasting life.

While men are gathering and laboring for the things that will perish in this life, we should rather be preparing and laying up for ourselves what will transcends beyond the grave.

This is a call to sinners, a call for repentance.

i thought treasure in heaven was gained by our actions, our works

There aren't literal treasures in heaven that we earn through some kind of brownie point system.

Rather Christ challenges us to turn our entire perspective around and upside-down. The treasure to be had from serving others isn't that we get swag bags at the pearly gates, it's that if we take Jesus seriously at His word He will have us learn that serving others IS our treasure.
