That was addressed to Jeremiah and not just to every person born, unless every person born, is ordained as a prophet to the nations.
a man is a man as far as God is concerned there is no difference when God creates us, what happens after that is up to our free will.

The verse is clearly stating that before Jeremiah was born God had selected/chosen Him for this service.

They said in church you were meant to be born at a certain time.

That may be true not sure if that is stated anywhere in the Bible. But Jeremiah as was John the Baptist was assigned a job to do for God before they were born.

But my point is a verse can not just be taken out of the Bible and used out of context to make a point about something a person believes. Because the Jeremiah 1:5 verse is about Jeremiah, not about every person ever born.

if human cloning is real, the clone wouldnt have the same mind, soul, will.

So there could be an infinite amount of humans potentially?

Cloning just means you have the same genes. Identical twins are clones, technically, and they each have their own mind, soul, will etc.

As for the OP, if someone wants to claim that God has a purpose for every pregnancy, he would probably need to address why about one fifth or more of pregnancies end in miscarriage. What was God's purpose for those?

Whedon's Commentary on the Bible

5. Before I formed thee — Jeremiah was assigned to an extraordinary work. The emphasis and solemnity of this assignment are here indicated by the fulness of the statement. As in the case of Samson, Samuel, John the Baptist, and some others, God’s purpose concerning him antedated his birth. Of course there is in this nothing to imply that this is not true of others, or indeed of all; but Jeremiah is reminded and assured of this, that he may feel himself “girded of God.” There is in the work which God has for men to do an individuality exactly answering to that of the worker. The eminent and notable cases of individual election mentioned in the Bible are but specimens of all. There is in this nothing of fatalism, since the free agent may, and often does, refuse to fill his assigned mission.

I do not think there would be a soul in a clone. A clone is not like a twin.

In what way is a twin not like a clone? They are genetically identical, which is the definition of a clone.

Man creates a clone but only God creates a soul. So my conclusion is that the clone would not have a soul.

But God already knows those choices you will make before you are born.
