God tells us to submit ourselves in humility and supplication to His will...
This 'man up' mantra is all a part of Satan's agenda for us to turn from God and be "self sufficient", "controller of our own destiny" etc.
Are you saying that God never said that?
When the time drew near for David to die, he gave a charge to Solomon his son. “I am about to go the way of all the earth,” he said. “So be strong, show yourself a man, and observe what the LORD your God requires: Walk in his ways, and keep his decrees and commands, his laws and requirements, as written in the Law of Moses, so that you may prosper in all you do and wherever you go, (bold mine, 1 Kings 2:1-3, 1984 NIV)

As far as the the Bible, I suppose it depends on the meaning of it.

I think He would tell me to “Man up!” To guard HER heart, not my own, to make sure I’m always first to be vulnerable, to make sure I’m communicating in a way so she never wonders where I’m at or what my intentions are.
Man up! And have hard conversations. Jesus straight up said to Peter, a disciple whom He really loved, “Get behind me Satan.” Jesus loved through confrontation. Friendships aren’t surface conversations and clean-cut BBQ’s on Friday evenings where the kids wear matching outfits and play in the yard. It’s the Sunday nights when the house is covered in a mix of clean and dirty laundry and lunches still aren’t made. Man up and talk about your problems and struggles. Romans 2:4 talks about how we see God’s kindness through repentance, so if you’re not repenting you’re missing out on Him!.....................

“Man up” Bible studies, conferences, and books are damaging men, women, and marriages. Men are striving to do better, which is great, but the foundation of this striving is manipulation and fear of not being man enough. In turn, men are leading out of insecurity, instead of out of sacrificial love. This leads to all sorts of dysfunction in the home and church and is not God’s ideal for His sons and daughters.
Rarely is a woman in the church told to “woman up.” Why? Because most of the Church is convinced that men are more responsible for the home and church than women are. But God never said this! I know what some of you are thinking, “But the husband is the head of the home and therefore men are the head of the church.” Yet, there still remains no strong exegetical proof that “head” means “authority over” or “leader.” (Read Scholarly Evidence Here).............

In a round about way He did. Meekness, Kindness, love, patience, mercy, slowness to anger, self control, responsibility, faithfulness, joy, and all that Jazz.
He even sent the ultimate "manned-up man" as an example. Unfortunately, machismo, brutness, and our other definitions of manliness often clash with Godly manlinesss.
