I don't think any country wants to use nukes.
I do think that some countries are going to be desperate enough and/or angry enough to threaten to use them.

I think that most of the very powerful countries are full well aware of what would result in such an event.

It's some small country with an insane leader who will trigger this type of "no win" massive destruction.
