Just because some are mostly empty, does not mean that
others are woefully over capacity.
That said, yes this crisis is manufactured.
Although border crossings are on the upswing, they are still less than they were in the early 2000s. Historically speaking, this is not a crisis.
Trump derided 'catch and release', but instead of hiring more immigration judges so that the process could be 'catch, adjudicate, release/deport', he instituted 'catch and hold until detention centers are over capacity and declare a crisis -- oh and release'.
He shut down the government, so that no immigration cases could be processed, making the backlog even larger.
Throttling down the entries for asylum at the border has naturally
caused the huge pileup of people at the border.
Certainly there is a crisis in Central America that is sending more than usual numbers of refugees our way, but Trump's actions have largely exacerbated the problem and made it ugly so he can point to it as a 'crisis' rather than attempting to solve it.
