The power to declare nuclear strikes rests with the president.

The President is the Chief Commander of the Military and absolutely can direct the Military to Act.

It is no secret we have Conflicting Contentions with other nations, other leaders.
Some other nations, we are in agreement with, and others we are not in agreement with.

Presidents have often set the military in motion over CONFLICTS, without a declaration of war.
