House Intelligence Committee Chairman Adam Schiff claimed that a quid pro quo agreement between President Trump and Ukrainian President Volodymyr Zelensky is not necessary for Trump's request that the foreign government investigate former Vice President Joe Biden and his son Hunter Biden to be an impeachable offense.​

Actually, it always has meant that though, not specifically limited to just Democrats.

The power to impeach has always been solely with the House and the House also determines what counts as “high crimes and misdemeanors”. It is then up to the Senate to determine whether the evidence presented for these high crimes and misdemeanors is enough to warrant a conviction and remove a president from office.

He's right though - it's illegal to solicit foreign interference in an election. That he was using federal aid dollars as leverage to get Zelensky to cooperate just makes things worse.

Apparently republican don’t read the law in the book. The law says you can’t solicit to foreign national .. you don’t have to have "quid pro quo"!

Had that actually happened you would be right. You're probably thinking of Biden using federal aid dollars as leverage to get a prosecutor fired. At least that is what Biden claimed he did. I wouldn't just take Biden's word for anything that serious though. He gets confused a lot.
