As far as the truck goes, the explanation is already out there.

The plumbing company traded it in for a new one. They were under the impression that the dealership would remove the decals, but that never happened. Instead, the vehicle was sold with the decals still in place. It made its way through various hands until it ended up in the Middle East, at which point ISIS got its hands on it.

The plumbing company has filed a $1 million dollar lawsuit against the dealership over the matter.

So near as anyone can tell, what's happening is that ISIS has sent out middlemen to buy as many used pickup trucks as they can locate, regardless of source.

The Middle East is actually a major market for used vehicles, as used vehicles are by their very nature a lot cheaper than new vehicles. It was IIRC one of the first big things that Iraq began importing after Saddam was gone.

In that sense, it's entirely plausible that the truck - decals and all - was shipped off to a buyer in the Middle East, only for that buyer to either have ISIS ties or unwittingly sell it to someone who did.

As far as the modification work goes, the hard part would be hefting the thing into position in the bed. Actually modifying the truck itself may have been no more difficult than drilling a few holes for the bolts.
