Basically, These cases were cases where the women were raped at off-campus parties while drinking. Liberty has a staunch policy against drinking. In cases like these, the rapist would be prosecuted and everything based on the evidence but the person who was raped could also face disciplinary action due to violating the no drinking policy. It wasn't that they weren't willing to move forward, it's that some of the women backed out for fear of losing scholarships or being expelled due to drinking.
