The school founded by evangelist Jerry Falwell ignored reports of rape and threatened to punish accusers for breaking its moral code, say former students. An official who says he was fired for raising concerns calls it a “conspiracy of silence.”

Basically, These cases were cases where the women were raped at off-campus parties while drinking. Liberty has a staunch policy against drinking. In cases like these, the rapist would be prosecuted and everything based on the evidence but the person who was raped could also face disciplinary action due to violating the no drinking policy. It wasn't that they weren't willing to move forward, it's that some of the women backed out for fear of losing scholarships or being expelled due to drinking.
