If this is a war, then can someone tell me a single act which our enemies might commit, which we would consider a legal act of war?

Even attacks against military targets are routinely described as terrorism.

It seems that only one side in this 'war' is permitted to conduct acts which are not deemed illegal. In terms of the legalities of the 'war on terror', we're making it up as we go along.

It's not that I want more legal rights for Islamists. It's just that we should stop referring to this as a 'war' simply because it suits us to do so.
