No, they provide no proof. What they provide is evidence. Is it sufficient evidence to overcome the presumption of validity that attaches to official documents under Fed.R.Civ.P. 901? Probably not. For one thing, they are hearsay and no proper exception to the hearsay rule has been propounded. For another, no foundation for the knowledge of the speaker/writer has been put forward.
