I don't know if they consider it breaking the law but it would probably be in violation of SCOTUS' ruling due to the nature of Operation Christmas Child's promotion of Jesus Christ. I don't know of a law on the books stating that it is illegal.

Wouldn't a charter school be exempt from the government schools prohibition?
The East Point Academy is a chapter school in the public school system of West Columbia, SC. Like other public schools it receives public funding in order to operate. It is considered a charter school because it offers an alternative type of education from the regular public school curriculum where students learn Mandarin Chinese among other subjects. If you notice the on the letter head of the letter which you provided there is a giant panda with a Chinese symbol.
