Well percentage of the population would be nice for other reasons but your plot demonstrates well that the world and the European countries are attacking the problem but the US is still growing at aa simple exponential rate indicating that we have not done anything significant yet.
As much as I dislike the FBI I grant them that they are able to read stamps on documents that state that they are considered secret.
