    I personally think if we're going to insist on defining Anglicanism with the three-legged stool (which I think is a mistake) we ought to at least recognize that Hooker did not rank the three equally, nor did John Keble in his introduction to Hooker even as he elevated "tradition."

    I am not aware of any Book of Common Prayer that mandates elevation - most actually seem to prohibit it by prescribing other actions. That being said, jurisdictions that use a version of the Anglican/English/American Missal will find elevation in those rubrics.

    I may be wrong, but from my Episcopalian friends/family the reason seems to be that NT Wright has more "street cred" among the Evangelical wing than Tutu or Spong and that's why he's cited with some frequency.
