The unbeliever is drawn by the Holy Spirit. That is what John 6:44 is talking about. John 12:32 says "And I, if I be lifted up from the earth, will draw all men unto me." Not all will come, just as not all invited came to the great supper in Luke 14:16-24, but they were still invited to come.
