    Are you sure it has been used that many times? I attended Catholic school, and I have been taught that Papal Infallibility has only been used two times (and one was on the bull that declared papal infallibility)

    Not good news

    I believe abstinence can refer to almost anything, not just sex. Also, abstinence isn't necessarily permanent, only for a period of time or something. I believe celibacy is a more permanent commitment (but I could be wrong with this definition)
