We read in Exodus 20.11 that everything in the heavens, the earth and the sea was made in the six days of creation. We also read in Genesis 1.31 that everything that God had made in those six days was declared very good. When then, was hell created? Can we call hell good? Does Exodus 20.11 somehow exclude hell?

The "lake of fire" which burns sin and sinners is yet a future event - it is not a place that exists now.

"Have ye not asked them that go by the way? and do ye not know their tokens, that the wicked is reserved to the day of destruction? they shall be brought forth to the day of wrath" (Job 21:29, 30).

"Let the sinners be consumed out of the earth, and let the wicked be no more" (Ps. 104:35).

"Whereby the world that then was, being overflowed with water, perished: but the heavens and the earth, which are now, by the same word are kept in store, reserved unto fire against the day of judgment and perdition of ungodly men" (2 Pet. 3:6).

Okay, we can say that the actual Lake of Fire will be created in the future, but Revelation 20.14 says that death and Hades are thrown into the Lake of Fire thus indicating some sort of previous existence. Those in 2 Peter 3.6 are obviously being kept in store somewhere even today. So I'll modify the question, when were tartarus (that's the place in 2 Peter and Jude) and hades/sheol (everywhere else) created?

The Wicked and Earth Reserved Until Day of Judgment

"Have ye not asked them that go by the way? and do ye not know their tokens, that the wicked is reserved to the day of destruction? they shall be brought forth to the day of wrath" (Job 21:29, 30).

"For if God spared not the angels that sinned, but cast them down to hell, and delivered them into chains of darkness, to be reserved unto judgment."

"The Lord knoweth how to deliver the godly out of temptations, and to reserve the unjust unto the day of judgment to be punished" (2 Pet. 2:4, 9).

"But the heavens and the earth, which are now, by the same word are kept in store, reserved unto fire against the day of judgment and perdition of ungodly men" (2 Pet. 3:7).

"And the angels which kept not their first estate, but left their own habitation, he hath reserved in everlasting chains under darkness unto the judgment of the great day" (Jude 6).

And the angels which kept not their first estate, but left their own habitation, he hath reserved in everlasting chains under darkness unto the judgment of the great day (Jude 6).

For if God spared not the angels that sinned, but cast them down to (tartarus), and delivered them into chains of darkness, to be reserved unto judgment (2 Pet. 2:4).

Tartarus is referring to the restriction of the fallen angels on the earth after their rebellion against God.

Rev 12.4
And his tail drew the third part of the stars of heaven, and did cast them to the earth:
12.9 And the great dragon was cast out, that old serpent, called the Devil, and Satan, which deceiveth the whole world: he was cast out into the earth, and his angels were cast out with him.
