Deut 30 is before the Babylonian captivity - from which Israel DID return long BEFORE Christ makes his prediction in Matt 24
It is not possible to insert Matt 24:29-31 details in to Deut 30 and it is not logical that the captivity and dispersion of Israel in both Syrian and Babylonian captivity - where they are returned from Babylonian captivity -- is omitted from the future view of the nation as of Deut 30.
Nothing in the question addressed in Matt 24 is limited to local context and "just Israel"
3 And as He was sitting on the Mount of Olives, the disciples came to Him privately, saying, “Tell us, when will these things happen, and
what will be the sign of Your coming, and of the
end of the age?”
Nothing in the response of Christ requires that all the details be limited to local context and "just Israel"
Matt 24
4 And Jesus answered and said to them, “See to it that no one misleads you. 5 For many will come in My name, saying, ‘I am the Christ,’ and they will mislead many people.
That addresses one part of the question "the sign of YOUR coming" (ie the second coming of Christ - since they already are staring at Christ literally in his first coming). The removes the context from "just local events"
Matt 24:
6 And you will be hearing of wars and rumors of wars. See that you are not alarmed, for those things must take place, but that is not yet the end. 7 For nation will rise against nation, and kingdom against kingdom, and there will be famines and earthquakes in various places. 8 But all these things are merely the beginning of birth pains.
Clearly nothing in vs 6-7 is limited to "only will happen near the middle east"
Matt 24:
9 “Then they will hand you over to tribulation and kill you, and you will be hated by all nations because of My name. 10 And at that time many will fall away, and they will betray one another and hate one another. 11 And many false prophets will rise up and mislead many people. 12 And because lawlessness is increased, most people’s love will become cold. 13 But the one who endures to the end is the one who will be saved.
Clearly the 1260 years of dark ages persecution of saints for such a long period of time between the first and second coming of Christ - qualifies to be included in that huge tribulation prediction - not at all limited to "just the middle east"
Matt 24:
14 This gospel of the kingdom shall be preached in the whole world as a testimony to all the nations, and then the end will come.
No way to limit the whole world in vs 14 to "Just the middle east" and no question that the gospel has not yet gone out to all the world even as of this date - though it is very close.
An event specific to the destruction of Jerusalem near 70 A.D. even though some of it has double application - in vs 15-20
Matt 24:
15 “Therefore when you see the abomination of desolation which was spoken of through Daniel the prophet, standing in the holy place—let the reader understand— 16 then those who are in Judea must flee to the mountains. 17 Whoever is on the housetop must not go down to get things out of his house. 18 And whoever is in the field must not turn back to get his cloak. 19 But woe to those women who are pregnant, and to those who are nursing babies in those days! 20 Moreover, pray that when you flee, it will not be in the winter, or on a Sabbath.
vs 21-22 is impossible to limit to "just the middle east" or just some time in the past. The 1260 years of dark ages persecution of the saints also fits into this prediction as one of the qualifying events that applies to the prediction
Matt 24:
21 For then there will be a great tribulation, such as has not occurred since the beginning of the world until now, nor ever will again. 22 And if those days had not been cut short, no life would have been saved; but for the sake of the elect those days will be cut short.
Next we have fake second coming events...with GREAT signs and wonders so amazing as to deceive the very elect if they are not listening to Christ's "in advance" warning and by that alone, prevented from being deceived
Matt 24:
23 Then if anyone says to you, ‘Behold, here is the Christ,’ or ‘He is over here,’ do not believe him. 24 For false christs and false prophets will arise and will provide great signs and wonders, so as to mislead, if possible, even the elect. 25 Behold, I have told you in advance. 26 So if they say to you, ‘Behold, He is in the wilderness,’ do not go out; or, ‘Behold, He is in the inner rooms,’ do not believe them. 27 For just as the lightning comes from the east and flashes as far as the west, so will the coming of the Son of Man be.
World wide visible appearing of Christ in vs 23-27 so that any report of the form "Jesus just returned and he is over in such and such a place" is your first clue that it is one of the fake second coming signs. The gigantic signs-and-wonders fake second coming event predicted in these verses has not happened yet - not by a long shot.
Vs 29 is AFTER that massive signs-and-wonders fake second coming of vs 24 above.
29 “But immediately after the tribulation of those days the sun will be darkened, and the moon will not give its light, and the stars will fall from the sky, and the powers of the heavens will be shaken.

Vs 30-31 is a global world-wide event as the Son of man "appears in the sky" for all mankind to see.
30 And then the sign of the Son of Man will appear in the sky, and then all the tribes of the earth will mourn, and they will see the Son of Man coming on the clouds of the sky with power and great glory.
Of the many efforts to downsize vs 30 none of them equal the scope and magnitude of the event described by Christ in vs 30 and that is perhaps the easiest and most obvious detail of all
31 And He will send forth His angels with a great trumpet blast, and they will gather together His elect from the four winds, from one end of the sky to the other.
The saints are 'in the sky' because of the 1 Thess 4:13-18 rapture event where we are "caught up together with them to MEET the Lord IN the air"
and it is from that "in the sky" location that the angels gather the elect.
